New York City enforces one of the strictest short-stay frameworks in the country. Local Law 18 — the city’s short-term rental registration law — requires any booking platform to verify a host’s registration before the platform can complete a booking. Registration and the permit cap
Hosts register with the Mayor’s Office of Special Enforcement. The city caps the number of registered short-term rentals at roughly 5,000 across the five boroughs, with a separate waiting list that opens when a permit lapses. A booking platform that doesn’t confirm the registration before processing a booking pays the fine — and the fine is written against the platform, not the host, which is why every major platform now blocks unregistered listings before they can be paid out.
If a unit is registered, the registration number attaches to every listing and every reservation. Operators who list on more than one platform carry the same number across each one — duplicating or omitting it is the most common cause of a platform de-listing.
The 30-day unhosted rule and what counts as a fine
Even with a valid registration, full-home (Entire Place) listings can be rented for fewer than 30 days only if a registered host is on-site for the entire stay. Rentals under 30 days without the host present are treated as unhosted short-stay stays and are not permitted. The city’s enforcement arm treats repeat violations, especially where three or more units are involved, as the basis for criminal referral rather than a per-stay fine.
